What does a construction cost manager actually control?

The gap between what the job was priced at and what it will finish at — and how early anyone hears about it. The seat is a forecasting and entitlement role, not a reporting one.

Cost management is the discipline US contractors are least consistent about naming. The same seat appears as cost manager, commercial manager, project controls lead, or quantity surveyor depending on whether the firm has UK or Commonwealth DNA. The work is the same: own the commercial position of the job and defend it.

It is also the discipline where the best candidates are hardest to find through conventional channels, because the title search returns job boards and the people doing the work are described by five different labels.

What a cost manager actually owns

The forecast, and the honesty of it: Ask about the last time their cost report disagreed with the project manager's view, and what happened next. If it has never happened, they are reporting rather than forecasting.
Change and entitlement: Whether change orders are priced, submitted and recovered, or whether they accumulate as unbilled optimism in the WIP.
The commercial terms of the contract: Notice provisions, liquidated damages exposure, and what the firm is actually entitled to claim. Most cost overruns are entitlement failures that were commercially recoverable.

What a generic search gets wrong

It searches one title. A firm looking for a cost manager and searching only "cost manager" misses every quantity surveyor, commercial manager and project controls lead doing the identical job under a different name — which in the US market is most of the qualified population.

Is a quantity surveyor the same thing?

Functionally, usually yes, and the vocabulary difference is why US contractors miss these candidates. A UK, Irish or Commonwealth-trained QS moving into a US contractor brings exactly this skill set; what needs screening is whether they have adapted to US contract forms and AIA billing.

Do you cover owner-side cost consultancy as well?

Yes, and it is a genuinely different seat. An owner's-rep cost consultant defends the owner's budget against the contractor's estimate, which is the same technical skill pointed in the opposite direction. Contractor estimators do not always make that switch cleanly.

How is the fee calculated?
