A data center construction project executive is usually hired on scale and sector adjacency. The seat is actually decided by commissioning literacy: whether the candidate has carried a project through integrated systems testing to a contractual live date. Screen for that sequence, not for delivered square footage.
Every contractor entering mission-critical work hires its first project executive on the same belief: this is a big building with a lot of mechanical and electrical in it. That belief survives contract award, preconstruction, and most of the structure. It dies in commissioning.
The reason is a difference in what the finish line means. On a commercial building, the schedule ends at substantial completion, and the punch list is a nuisance measured in weeks. On a data center, substantial completion is roughly where the difficult part starts: a staged commissioning process that tests systems in isolation, then together, then under simulated load, and any of those stages can find something that requires construction work to fix.
The owner, meanwhile, has already sold the live date to a tenant. The owner’s rep on that project usually sees the slip before anyone on the contractor’s side says it out loud.
What does a data center construction project executive actually own?
The commitment to an operational date, not a completion date. The seat owns delivery through integrated systems testing, which means owning the dependency between construction sequence and commissioning readiness. That dependency is where mission-critical projects go wrong, and it does not exist on most other work.
Understanding that changes what experience counts.
A project executive who has delivered four million square feet of distribution and office space has managed scale, subcontractors, budget and schedule at a level that genuinely transfers. What they have not done is manage a project where the last eight weeks are governed by a test script written by someone else, and where a failed test is not a punch item but a construction defect with a contractual consequence.
The BLS occupational profile describes construction management as budget, schedule, contract administration and field supervision. All of it applies. What the profile cannot capture is that on this project type the schedule has a second half most executives have never run.
So the screening question is not about size. It is about sequence.
What transfers to a data center project executive from other sectors?
Density and inspection discipline transfer well. Healthcare, laboratory, semiconductor and pharmaceutical work all involve high systems density, unforgiving inspection regimes, and an owner who cannot tolerate a systems failure. Retail, office and warehouse scale does not transfer, however large the numbers.
The distinction is worth being precise about, because it determines your candidate pool.
What genuinely carries across is the habit of treating mechanical and electrical coordination as the primary schedule driver rather than a follow-on trade. An executive from healthcare already knows that the ceiling is where the project is won or lost, already expects an owner’s representative in every meeting, and already plans around inspection windows they do not control. That is most of the adjustment. The field seat under that executive carries the same inspection burden, which is why the senior superintendent brief matters as much.
What does not carry across, and has to be learned on your project unless you hire for it:
- Commissioning levels and their dependencies. Factory testing, site acceptance, pre-functional, functional and integrated systems testing each have prerequisites, and missing one pushes the whole sequence.
- The owner’s operational deadline as a contract term. Liquidated damages tied to a live date behave differently from ones tied to occupancy, and the mitigation strategies are different.
- Vendor and equipment lead times as a critical path. Switchgear and generator lead times can exceed the construction duration of the shell, which inverts the usual planning logic.
- Redundancy topology. Understanding what the owner bought, and therefore which systems can be tested independently and which cannot.
One way to see the gap concretely: on a typical commercial building the period between construction completion and owner acceptance runs about 3 weeks of punch work. On a data center, the equivalent period is the commissioning sequence, which commonly runs 10 weeks from pre-functional testing to integrated systems testing, and a single failed integrated test can add 6 weeks on its own because the prerequisite systems have to be restored and retested in order.
A candidate who can talk fluently about the second and fourth of those has been in the room when it mattered. That conversation is worth more than the project list.
What does the market pay, and where is the pressure?
Compensation is regional and currently distorted by concentrated demand. Read the metro tables rather than a national figure. Northern Virginia, Dallas, Phoenix and Atlanta are the tightest markets in the United States for this experience, and the Southeast generally is absorbing capacity faster than it is producing it.
The BLS OEWS construction manager wage tables and the metropolitan area breakdowns carry the regional detail. Compare Texas and the Southeast separately rather than averaging them.
Supply is the binding constraint, and it is arithmetic. The number of people who have carried a hyperscale or colocation project through integrated systems testing is small, it grew only as fast as the sector built, and every firm entering the sector is bidding for the same shortlist.
The wider labor market makes it worse. In the 2025 AGC and NCCER workforce survey, 91.7 percent of the 1,041 contractors answering the salaried-hiring question reported difficulty filling salaried positions, and the AGC release reports 45 percent of firms saying shortages are delaying projects.
Census Bureau construction spending data by sector shows where the capacity is going, and the ENR top 400 list names the firms competing for the same people. Turnover compounds it: the BLS JOLTS series tracks construction hires and separations.
Given a pool that thin, the brief has to be aimed precisely.
How should the brief be written?
Start from the commissioning requirement, the redundancy level and the contractual live date. Those define the seat. Square footage, contract value and years in title will produce a shortlist of capable large-project executives, most of whom have never owned a delivery through integrated systems testing.

On federally funded or federal-aid adjacent programs the documentation regime is prescribed: the FHWA construction program guidance sets the standard for how schedule and change records are kept, and the AGC contract documents guidance covers the private-side equivalent.
Regulatory and safety expectations do not relax on this work. The OSHA construction standards apply throughout, and the electrical scope means live-work and arc-flash exposure during commissioning that most commercial project executives have not planned around. Can this search be posted publicly?
Rarely. A posting tells the market which firm is entering mission-critical work, or which project is being re-staffed. Both are commercially useful to competitors and unsettling to an owner whose live date depends on continuity in the seat.

The pre-award case is just as common. The last eight weeks are the job
The instinct is to hire the biggest builder available and let the systems team handle the technical end. It is a reasonable instinct built on twenty years of commercial work where it was correct.
On this project type it fails quietly. The building goes up on schedule, everyone is pleased, and then the commissioning agent finds a problem in level four testing that requires opening finished work, with a tenant live date already announced and a project executive who has never had to sequence a fix under those conditions.
The candidate who has been through that once is worth considerably more than the one who has built twice as much.
So do not ask how much they have delivered. Ask what failed in integrated systems testing, and what it cost to fix.
