Most utility superintendent vacancies get filled by promoting the best foreman, and a meaningful share of those promotions fail. The two jobs reward opposite instincts: a foreman is paid to produce, a superintendent is paid to make other crews produce. Promoting the wrong way costs you a superintendent and a foreman at once.
A utility contractor near Raleigh loses a utility superintendent and does the natural thing. The best foreman in the company, twelve years in, fastest crew, never a callback, gets the truck and the title on a Monday. Six months later production across three crews is worse than it was, the promoted foreman is exhausted and quietly miserable, and the crew he used to run has not been the same since he left it.
Nobody did anything wrong. The company just paid twice for a lesson about what the superintendent job actually is.
What does a utility superintendent actually do?
Runs production across multiple crews rather than one. They set daily sequence, allocate equipment between jobs, own trench and excavation safety compliance, and hold the crews to the production rates the job was bid at. The core skill is planning and accountability across work they are not personally performing.
That last clause is the whole difficulty. A foreman succeeds through personal capability: they are on the machine, in the trench, making the call in the moment. The feedback loop is same-day and the reward is visible.
A superintendent succeeds through other people, two days ahead of where anyone is standing. The work is making sure the pipe is on site Thursday, the plates are where the traffic control plan needs them, and the crew that finishes early tomorrow has somewhere to go. Nothing about that is visible on the day it happens. It only becomes visible a week later, as a job that went smoothly for no obvious reason.
So the promotion asks a proven producer to stop producing. Some people make that shift naturally. Many of the best producers never do, because the thing that made them excellent is precisely what they now have to stop doing.
Why does promoting your best foreman to utility superintendent fail?
Because the two roles select for opposite behavior. A foreman is rewarded for doing the work themselves and doing it fast. A superintendent is rewarded for delegating, sequencing and planning ahead. The strongest foreman is frequently the person least willing to step back from the work, which is exactly the step the seat requires.
There is a second and less obvious cost. Pulling your strongest foreman out of a crew does not leave a neutral gap. It leaves the gap in the place where that person was generating the most value, and it usually leaves it suddenly, because promotions happen when a vacancy appears rather than when a succession plan says so.
The signal to look for is not skill. It is whether the person already thinks past their own crew:
- Do they plan next week, unprompted, or do they plan today extremely well?
- When another crew is stuck, do they help, or do they note that it is not their crew?
- Can they explain why a sequence was chosen, or only what the sequence is?
- Do younger hands on other crews already ask them things?
- When a job goes wrong, do they describe planning and sequence, or weather and subs?
A foreman who is already doing four of those five is a superintendent who has not been given the title. A foreman who is the fastest producer in the company and does none of them is a foreman you should keep, pay well, and protect from a promotion that will make everyone worse off.
That distinction matters more in heavy civil than in building work, because the field leadership layer is thinner to begin with and there is no external supply to backfill it from.
Where does the safety accountability actually sit?
With the superintendent, in practice and increasingly in law. Excavation, trenching and confined space are among the most heavily enforced areas in construction, and the person setting daily sequence and inspecting the trench is the person the record will identify, whatever the org chart says.
This is the part of the job description that gets one line and deserves the weight of the section.
Trenching and excavation carry specific, non-negotiable duties: protective systems, competent person inspection, access and egress, spoil placement. OSHA rules set out the standards, and enforcement in this area is neither rare nor light. The competent person named in that framework is, in most utility contractors, the superintendent, and the designation is not a formality. It carries a duty to inspect, to identify hazards and to have the authority to stop work.
That authority clause is where a promotion decision becomes a safety decision. A newly promoted foreman who still thinks of themselves as production first, and who is uncomfortable stopping a crew they were peers with last month, is being asked to hold an authority they do not yet feel entitled to use. That is a genuine risk, and it is created by the promotion rather than revealed by it. The person accountable for that authority across the whole firm is the safety director, and the two seats fail together.
The related exposures land in the same seat. Stormwater controls on a disturbed site fall under EPA permitting for construction discharges, and on publicly funded work the documentation and inspection regime is set by federal-aid rules or a state equivalent. None of that is optional and all of it is daily.
So the assessment question is not only whether a candidate can run crews. It is whether they will stop one.
What are the real options for filling the seat?
Four, and each has a cost worth naming before you pick. Contractors usually consider two of them.

The third row is worth dwelling on. In a metro where the same twenty utility contractors bid the same municipal work, a public advertisement for a superintendent is read accurately by everyone who matters: this contractor has a hole in its field leadership. Owners bidding work read it. So does anyone considering whether your crews will be supervised next quarter.
That is the ordinary case for confidential executive search for mandates that cannot be publicly posted. The population worth hiring is employed and not looking, and disclosure costs you something before it buys you anything.
There is one route the table does not include, because it is not really a hiring route: doing nothing and spreading the crews across the remaining superintendents. It is the most common response and the most expensive. A superintendent running five crews instead of three does not do a slightly worse job on each. They stop planning ahead entirely and start reacting, which is the exact failure mode the seat exists to prevent, and it shows up in the numbers before anyone admits it out loud.
Across the United States the supply picture behind all four options is the same. The AGC survey of 2025 AGC and NCCER workforce data found that 91.7 percent of the 1,041 contractors answering the salaried-hiring question reported difficulty filling those positions. That is the market every one of these routes is competing in.
The contractors who fill this seat well are not the ones who promote fastest. They are the ones who worked out, a year in advance, which of their foremen is already planning next week, and started handing them a second crew before anybody resigned.
